REQUEST FOR PROPOSALS
US 61 TRAFFIC SIGNALIZATION IMPROVEMENT PROJECT

RELEASE DATE: OCTOBER 2, 2020



1. Purpose: The City of Burlington, Iowa, (City) is hereby soliciting proposals for the implementation of automated traffic signal performance measures (ATSPMs) and with the option to implement adaptive signal control technology (ASCT) as needed at 13 intersections along two corridors in the City. This request invites qualified vendors to submit proposals for accomplishment of this work described below under Scope of Services. Proposals shall be prepared and submitted in accordance with the requirements described in this Request for Proposals (RFP). Once the vendor is selected, a contract will be negotiated based on a mutually agreed upon scope of services.

The City of Burlington has a separate construction project that is being let through the Iowa DOT for improvements to detection at the intersections. Construction of that project will coincide with the implementation of this project. Letting of that project is anticipated for January 20, 2021

2. Scope of Services: Implementation of ATSPMs at 13 signalized intersections with managing/monitoring software and the option to install ASCT where needed for the City of Burlington.

3. Proposal Submission: Responses to the RFP must be received by the City of Burlington as follows:

Due Date: November 13, 2020

Time: Prior to 2:00 p.m. CDT

Deliver To: Nick MacGregor Assistant City Manager to Public Works 3510 Division Burlington, IA 52601

Number of copies: 6 hard copies and 1 electronic pdf file (on flash drive), 1 hard copy of the schedule of unit prices in a separate envelope (label envelope “Schedule of Unit Prices”, inclusion of schedule of unit prices on flash drive, separate file, is acceptable)

To receive continuing communication regarding this RFP from the City (including clarifications to questions or any addendums), a confirmation email must be sent to Nick MacGregor, City (MacGregorN@burlingtoniowa.org) and Brian Willham, Snyder & Associates (bwillham@snyder-associates.com) by October 30, 2020.
