Functions of the Finance Department include:

  • Accounts payable / receivable processing
  • Cash and Investment management
  • Municipal bond issuance and debt management
  • Payroll administration
  • Preparation of financial statements for the annual audit
  • Annual budget preparation
  • Capital asset management
  • Capital improvement planning
  • Economic development financing agreements
  • Long-range financial planning
  • Revenue forecasting and monitoring
  • Manages insurance on all city-owned vehicles, property and equipment
  • Process risk management claims
  • Processes tax abatement applications

City Budget

The City of Burlington’s fiscal year begins July 1 and ends on June 30. The city prepares a budget according to Iowa Code 384.16. The preparation process begins in November, with the adoption of a final budget by the City Council in March. The city’s budget must be certified with the county auditor by March 15. The city’s annual budget also includes a 5-year Capital Improvement Plan (CIP) that outlines current and future capital and infrastructure needs. The CIP also outlines the future costs of those needs to the community.

Annual Comprehensive Financial Report

An  Annual Comprehensive  Financial Report (ACFR) is a set of U.S. government financial statements comprising the financial report of a state, municipal or other governmental entity that complies with the accounting requirements laid out by the Governmental Accounting Standards Board (GASB).
